So after taking a bit more time to look into the laws and talk to some people, it seems that this guy and his baby are quite lucky that the police didn't detain him just to be mean.
So at the very least, I thought it might be nice to share the Hanakawado Koban info:

I have bright red hair, seriously red.Im also 4 foot 10 and compared with the japanese im overweight.I travelled to Osaka,Tokyo,Hokkai and many more places and i didnt notice anyone staring at me apart from once in Tokyo.Japanese people are wonderful and kind and polite and in the uk i get stared at every single day in the uk.I was in Japan 12 days and i saw maybe 5 non japanese people on my travels.I preferred the other areas of japan to Tokyo,i found Tokyo to be more dirty, more noisy and the people were less polite (they push and shove to get on trains whereas in all the other areas i never saw anything but utmost politeness).

My husband is Japanese and you said you don't understand why Japanese guys love these girls despite they know all that about caking on makeup but my husband does not like Japanese women actually or not really into Asian women at all because of the stuff like you mention about what a natural Japanese women or natural Asian women looks like. He said he does not understand why white guys flock and worship Asian women so much.

As much as I appreciate the comments, there is nothing "Racist" about that.
It had nothing to do with the fact that she was Asian, but rather that her skin tone was ACTUALLY yellow. Not white, not pink, not even skin tone. Yellow.
Perhaps not everything is about racism. Ever think the poor girl might have simply had a bad diet, or a skin condition?

Good grief indeed

I should also point out the incredibly false and overtly racist claim by the author of this article that "yellow" is accurate in any way to describe the skin tone of a Japanese person.

"Ok, this is my opinion as a Western woman living in Japan:
I guess guys just can’t tell until they see the obvious evidence.
I really never understood why Western guys find Japanese girls so beautiful / cute.
Yes, some of them are natural beauties. Some of them are really cute.

However, the majority is not."

How is this anything other than a bigoted statement?

thank you for another great article! also thanks for writing about the police in your other posts.

I was a victim of some similar perverted behaviour when i was in Tokyo.

on hindsight, I'm glad I didn't go to the police but just escaped after I realised what had happened.

it would have futile to go to the police as I'm triply disadvantaged. i'm a foreigner and female and I don't speak the Japanese language. :(

wish there had been some kind stranger to stand between me and that random sicko.

however, knowing there are people like you who stand up to perverts like that gives me a little more faith.

love this post!

I can sympathize with the problem of women who are two-faced!

Many women, I believe, use make-up to cover up some perceived facial imperfections. I have met many whose personalities are still pretty decent with or without make-up.

Nevertheless, I would say that there are some precious ones among us who are sent somewhere from the pit, and who hide their horrible-ness behind make-up thicker than the plaster that we use to patch our leaky ceiling.

truthfully speaking, I would love to go without make-up but it's easier to just disappear into the swarms of fully-made up women rather than stick up like the proverbial nail waiting to get hammered down.

just an Asian female perspective ... :)

Actually, there is a real reason! There were many more public trash cans in subways, etc., prior to the Om Shinrikyou sarin gas attacks which actually used the trash cans as a means of attack (the gas is a mix of 2 chemicals - the first wave of terrorists dropped chemical A into some trash cans, the second wave put in the activating chemical which was liquid in a bag that they poked with the end of an umbrella...). I remember being in Japan before and after the attack, and the lack of trash cans was mindblowing. But in Japanese style, after so many years, they have gradually made a comeback. Meanwhile, many convenience stores still have trash cans out front. And although it's a bit of a culture shock to carry your own garbage back home with you and throw it out that way, it's not all that illogical if you step out of your Western conditioning a bit... I got used to it. I actually feel kinda good about it - like, taking personal responsibility. :)
